Building care & climate resilient financial & planning systems that work in practice

Care and climate are not peripheral to resilience. They are where it succeeds or fails.

Climate induced stress is no longer an abstract or future risk for cities. It is already reshaping health, livelihoods, public budgets, and household stability, especially across cities in emerging economies. Yet most financial and policy systems still struggle to respond effectively.

Our approach starts from a simple but often overlooked reality

Climate stress is absorbed first by care systems, paid and unpaid long before it appears in financial indicators or programme outcomes.

When care capacity is exceeded, households cope through increased unpaid care work, OOP health & care spends, and lost productive time. Financial systems see the consequences only later, once resilience has already broken down.

How we approach care, climate, and finance differently? 

Our approach integrates the following three principles

Care is economic infrastructure, not just a social add on

Care is the system through which households are managed, health is maintained, labour is sustained, and economic participation is made possible. When care systems are weakened or overwhelmed, especially under situations like climate induced stress, economic and financial systems become fragile. We treat care as foundational infrastructure for resilience.

Climate risk translates to financial risk through care deficient systems

Climate induced stress does not affect households & cities evenly. It's impact also depends on care systems and their ability to absorb shocks. This means climate risk is also locational, time-bound, and mediated by care sufficiency. And it is also influenced by inequality within households and in the economy.  Understanding, Measuring and Evaluating these interactions are essential for designing inclusive resilient systems

Financial & Planning systems shape who absorbs risk and at what cost

When finance does not recognise realities of care systems, risk is pushed to households (disproportionate & unaccounted burden of which falls on women) through unpaid care work, foregone economic opportunities, increased out of pocket spending, distress spending. Our approach asks - How can finance be designed to absorb and manage C² risk systemically, rather than pushing it onto households and making it invisible?
